What is exactly this powder, and how does it look?  Does it look like paint and is it quality.  Where do you get it done and what is a ball park figure to do it to a set of TT wheels?  Just take it to a body/paint shop.  They can sandblast the old wheels, spray on primer, than whatever color you want, then the clearcoat.  I got an estimate of $140 for all four tires, which includes labor for mount/balancing the wheels again.
